FCC ANNOUNCES SPECIAL DAYLIGHT SAVINGS OPERATING CONDITIONS FOR AM STATIONS DURING MARCH 2008
On February 29, the FCC released a Public Notice alerting AM radio stations of the upcoming commencement Daylight Saving Time, and provided directions for Presunrise and Postsunset Operations during the month of March.

NEW PROGRAM REPORTING AND PUBLIC INSPECTION FILE ONLINE
Television stations will now be required to file FCC Form 355, a new quarterly programming report, as well as post their public inspection files online. These new requirements apply only to full-power and Class A television stations.

FCC RELEASES NEW STATION DTV TRANSITION READINESS REPORT
On January 22, the FCC released the new FCC Form 387. At this time, the form is only available for public viewing; the version of the form to be used for electronic filing purposes will be made available at a later date.

FCC ADOPTS NEW STATION DTV TRANSITION READINESS REPORT
On the last day of 2007, the FCC released its Report and Order in the Third Periodic Review of the Commission's rules and policies affecting the conversion to digital television. INCREASED CLOSED CAPTIONING REQUIREMENTS BEGINNING JANUARY 1,
Beginning January 1, 2008, the percentage of "Pre-Rule Programming" per channel each quarter that must be captioned increases from 30% to 75%. Click here for a full report.

FCC SEEKS COMMENT ON LOCALISM PROPOSALS TO IMPOSE NEW REQUIREMENTS ON BROADCASTERS AND LIMIT LICENSEE FLEXIBILITY TO SERVE LOCAL COMMUNITIES
At an open meeting on December 18, 2007, the Federal Communications Commission ("FCC") adopted a Report on the results of its "Localism Proceeding" along with a Notice of Proposed Rulemaking ("NPRM") seeking comments on the tentative findings included in the Report. The findings are based on a series of public hearings that took place around the country and on the public comments filed with the FCC in response to its Localism Notice of Inquiry released on July 1, 2004 (MB Docket 04-233). CHAIRMAN'S PROPOSED CHANGES TO BROADCAST OWNERSHIP RULES
Chairman Kevin J. Martin proposes that the Commission conclude its review of the broadcast ownership rules by adopting the regulatory changes set forth in Attachment A. Chairman Martin proposes the Commission amend the 32-year-old absolute ban on newspaper/broadcast cross-ownership by crafting an approach that would allow a newspaper to own one television station or one radio station but only in the very largest markets and subject to certain criteria and limitations.
